Under the auspices of the Institute of graphic arts of Oaxaca, the library for the blind "Jorge Luis Borges" project has been developed, says Freddy Aguilar, especially since Oaxaca is a State with numerous cases of blindness and there is very little attention from the education authorities.

For this reason they are creating a body of texts in Braille writing, which is a system of reading and writing by "touch" invented by French Louis Braille in the mid-19th century, that allows the blind to read and write by recognizing point arrays through the sensibility of their fingers.
